I know some people have done "mute Lee" playthroughs just to see what happens.

Just earlier in the same episode, if you played it a certain way, you saw the value of that one bullet. In a world where nobody makes bullets any more, they're hella valuable, and Lee wasn't going to be an immediate threat. Not to mention that the shot might have alerted zombies outside of the building.

Because winning doesn't teach the protagonist any lessons, or remind the audience how awesome and better than Pikachu those new Pokemon are.
