An indie nowadays can easily match what a AAA could do decades ago so that's not really an excuse. The quality of Fallouts intro is down to mood and writing not budget and resources.

It seems very unfair to me comparing the intro to what it was a AAA game back in the day to an indie. Not to mention at the time Ron Perlman wasn't a super star like he is now yet so he was a lot more affordable to get; and at the time also videogames weren't nearly as popular and you could get away with paying voice
