It's a robotic car. I'm not sure how they deal with the radioactivity said car now carries around, but there was no driver.
The issue here is that Simcity has nothing to do with an MMO. There's nothing massive about the multiplayer in Simcity. You can make private regions and play by yourself, but the online requirement still harrows you like a Kestrel out for blood.

Well, you needed to authenticate once before you could go offline, which was hindered. Also, the multiplayer was more or less down for the first week after release, ensuring noone ever gave a toss.
