Well, that's an overstatement. 6 of the top 20 schools in the US News report (I think that's by definition, elite) are Division 1A schools with athletic scholarships. There are a number of others in the top 20 that do not have athletic scholarships, but do have merit-based scholarships, like U. of Chicago.

It's actually contrary to all Division 1 and Division 2 schools, including the Ivy League. The only schools that compete without athletic scholarships are Division 3 schools. It'd be like turning Penn State into Mount Union for a couple of years and then asking them to go play.
