Because the like money. Might have to do with licensing, or some such. Yes, it sucks. The only thing you can do against it is not buy a PS4 and or buy any of these “Backward Compatible” titles.

Time trail was part of the basic game, there where of course additional maps which are now only available on Origin. Though, before that they where on the Mirror's Edge website (as it predates the launch of Origin as a digital store). It's also possible to make the Origin DLC work with the Steam version.
Another method is to purchase the Memory Cards second hand. Most dedicated game stores stock a few of varying sizes. As no one seems to be willing to buy them, for whatever reason. Perhaps out of fear for defects. That's how I bought a 16 Gb one for €25,- when the going rate for those are normally €45,-
