I think they'll use Xbox Arcade (Or what-ever it is called now) for the Xbox 360. Which isn't continuing in the same shape and form on the Xbox One as far as I know. So, they might be waiting out for Microsoft to reveal more about their self publishing strategy, before committing to releasing on the platform.
Maybe because details around self publishing are still a bit sketchy for the Xbox One?

If the priority and value is not set on playing either exclusives for the computer or console, it holds no sway. Hardware performance, of any kind, is relevant in a long term view in the gaming space, especially if performance and or graphical quality is valued.
This is very dependend on what, who and where. The option for more powerful hardware (in the form of a computer) can devalue a console (from a consummer perspective). It is a matter of where you place priority and value.
Graphical videlity does not necesarily translate to "better" gameplay and it may in turn actually detract from gameplay.
