I’ve gone and googled it and there are at least 4 incidents in the news in the last year and a warning from The Honolulu Police Department. 

I lived in MD for 10 years and I agree with the MD Lic Plate being a dead giveaway. The Beltway-Left-Lane-Stop-to-Make-An-Exit-Ramp is a classic MD driver move.
