Considering the guts of it are probably exactly the same (save a larger motherboard and whatnot), I assume it'll be region locked just as the 3DS' is.

It's not really "better", per se. It's just bigger. It's still got the same stuff inside (but a 4GB SD card is kinda nice), just... bigger. Unless you've got poor eyesight and huge hands, it really won't matter in the end. I think the normal 3DS looks nicer anyway.
