Try removing one memory chip then the other. That does sound like either a memory or hard drive read issue. If the memory doesn’t affect the startup time then it’s the hard drive. In that case, a temporary fix is to run scandisk /r on the hard drive but is only a stopgap while you clone your hard drive.
