I watched it and the 10,000 replays, Hamilton did not brake check him, instead he just coasted around the corner trying intentionally to bunch/slow down everyone before the safety car pulled, Vettel was caught off guard and was expecting Hamilton to accelerate out of the corner normally like he did on the 10+ corners…

Hamilton can be annoying, but Vettel behaved like a petulant little shit.

It’s worth pointing out that Hamilton’s telemetry seems to indicate he didn’t slow down. The FIA seems to say that he was behaving identically to his last safety-car restart. Vettel was just getting antsy because he almost lost 2nd on the last restart.
