I have very rarely ever seen a team take a turnover when up big with a few seconds left on the clock and a shot clock violation looming. Just one to add: parachutes are heavy. More weight means less payload. Some excess fuel to do burst fires of the thrusters to do controlled slowdowns weighs a lot less than having a large and durable enough parachute to slow the rocket.
