It was the marketing that made it look annoying. There were two pieces of Marketing that came out before the game was released and both were boss fights where the guns were talking non-stop taking the role as a overly obvious hint system and in your face game design criticism. As someone who played the early games on split screen pvp, the only balance that can exist would be the understanding that everyone can use all the same good parts and bad parts and only a fraction of existing parts would be viable.
