All game development teams down size after the completion of a game. Theres no need for a full time lead designer after the game is completed. I'm sure if you contacted Blizzard, or Arena Net you will find that they also let parts of their development team go as well.

I was getting around 45-50 fps with my 7970, 8gb or ram, and i7 860. At the time I was trying to play on a 53in. plasma. Now that I'm back on my 23in. LED monitor. I'm getting 115fps. Also make sure your Nvidia graphic controls are on default.
