You would need to actually pass 3 security check points to get to where that picture was taken. One to get into the gate of KSC, one to get onto the road that leads to the pad, in which you must have been grated access to the pads, and a third to enter the perimeter of the pad.
While you are correct in saying that you don't need a clearance, you would still need a badge with pad access or get credentialed from someone with a badge to get that close.
My favorite part of the street view is firing room 3. It's like taking a look back to the old shuttle days. Notice how there is a row of what looks to be storage in between each console? That's the hardware powering the consoles. There's a bunch 2 MHz (if I remember correctly) computers in that room.
Have you tried the shuttle launch experience at the main visitors center?
