Lando wasn’t held back. Both he and Daniel set their fastest laps on the final lap, but Daniel’s was the fastest of the race (Bottas had set his fastest lap earlier, which was better than Lando’s).

Tyres only. Why should they be able to do anything to gain an advantage under the red flag stop? Just like they’re not allowed to under parc fermé rules. It’s not a difficult concept.

I agree with all that. I also agree as someone mentioned above that drivers shouldn’t be able to retain their position if they have work done to their cars prior to a red flag restart. Either let them restart and then pit under a green flag, or if that’s considered too unsafe let them restart from the pit lane if they
