I love the fan theory (maybe even supported by some more official channels) that this was a device built to fight the Borg.
Vendetta should have been the movie that was made instead of Generations. It could have been a two part movie with the end of Vendetta (part one) leading to the Borg attacking Earth and going back in time in First Contact (part two).
