@Cú Chulainn (Xeraphim): Most likely this is being driven by enterprises who have a large install base of equipment that doesn't meet the Vista/Windows 7 hardware speck (think older desktops, kiosks, imbedded devices) and the cost of purchasing/developing new hardware isn't justified so long as XP meets their needs.
