Santayana is, I think, mainly associated with "Those who do not remember the past are doomed to relive it." Is that right?

I know of no location in the US where you can legally pass on a double line. Double lines are not suggestions or guidelines. They are not an alternative form of a "Pass With Care" sign. In all jurisdictions I'm aware of the presence of those lines makes it illegal to pass to the left.
