I've driven on that road a couple times, and on California roads in general, and I agree it is a bit of a free-for-all. That doesn't make it right however.
The difference between a school bus and an SUV (other than size) is that the mirrors on a school bus actually do show the area around the bus, whereas an SUV (and even some cars) sometimes just barely give you the full field of view.
