No, I'm not wrong. England and Wales (no "h") are definitely part of the UK. However, Queen Elizabeth is not making gay marriage "officially legal in the UK" because the UK also includes Scotland and Northern Ireland. She is giving her approval (for lack of a better word) to gay marriage in England and Wales only.
