You're wrong about less and fewer in this case - while money is indeed countable, plural nouns that represent an amount or a measure are used with less, not fewer. You would say "it is less that 50 miles to the next exit" or "I used less than 2 cups of sugar" and similarly, "this shirt cost less than 20 dollars."
