I realize this may not be the comment section to discuss such things, but how difficult is just obtaining consistent orbit? Soviet Russia, which has successfully launched satellites since the 50s had close ties with NK for many years. It seems hard to believe that one or two people in NK couldn't figure it out.

I haven't run the statistics but given that the sample is 15 cars and the variance is pretty huge for the price range, my guess is that even if you see correlation, the significance isnt there. Maybe try running it on the full list for the year instead of just the top 15?
I have to agree here. In my work on same sex marriage I have come to the conclusion that real change has to come culturally. Laws and such cover up symptoms of real problems and only serve to prolong injustice. Cultural currents are the real engines of long term social change.
