The offline mode is buggy - but you don't need to use it for several games. I haven't looked through my entire library but I know Dungeons of Dredmore and Psychonauts launched perfectly fine from their installed folders in my computer. Just had to launch the .exe and it worked perfectly fine without the steam launcher.

A lot of games you can actually just launch from your steam folder in my computer. No steam launcher required.
