No it's not. Sorry, you can claim all you want, but that's actually ALL part of one change made using files ALREADY in the game. I just did it myself. You drop a patch into the folder and the patch unlocks the existing settings.

what is worse is the game runs better with these settings uses less Vram so you get both better graphics and better preformance.
