Did you seriously just propose that rich and powerful people don't rape because there is so much sex available to them? Rape is a crime is a crime of power as well as of sexual violence, one that often thrives on power differentials. The "balance of probability" is almost certainly that more powerful people commit

What evidence do you have for that statement? That it is difficult to convict rich, powerful men, and therefore none of them ever rape anybody? By that logic no one lynched any African-African Americans in the first half of the 20th century because the legal system didn't convict anyone for it.

There is no blanket ban in the US on giving blood if you've "had sex with somebody in Africa". A certain number of West African countries are banned because they have a type of HIV that our blood tests don't pick up well.
