anything by Frances Hardinge! She writes amazing books full of excellent female characters (and pretty good male characters too). I recommend 'Fly by Night' the most, which is about a girl who can read when reading is really looked down upon, and 'The Lost Conspiracy', (although I can say about 0 things about this one
