Whilst I am all for stronger enforcement of drunk driving laws and harsher penalties for convicted offenders, I think 0.05 and 0.02 for novice drivers is sufficient for ensuring public safety.

Australian state of New South Wales in the 1970's... Their highway patrol had a fleet of Mini Cooper S's. These little buggers were not only quick, they were just about impossible for an Aussie crim in his V8 to escape from when things got twisty.
