I'm shocked BC ever allowed condoms to be given out in the first place. I looked at BC and other Catholic colleges and it was very clear that condoms/birth control would not be available on campus, it wasn't a secret. If your only access to birth control is free condoms from the RA, don't go to Catholic school.
