Ok, so I am still not sure which character he was in SATC; however, I looked him up on IMDB and just found out that he played Justin on Parks and Rec. (Cue your gif)

They carry it at Target and at Bed Bath and Beyond. Some other stores carry it, but I have never been to a Target that doesn't (since they started selling it).
