A lot of these are just a byproduct of squash and stretch animation and are not meant to really be analyzed frame by frame. Anime is usually more rigid, but it's not unheard of for things to be deformed a bit in the name of more fluid motion, see FLCL or Kill la Kill for prime examples.

Similar tip, particularly for items too large to use a piece of paper—-painter's tape. Tape the back of the item to be hung, punch out the holes for the screws, then use a level and affix the tape to the wall. Boom - marked screw holes!
