$38K seems like an extremely low estimate for an average yearly income for an OTR driver. I made more than that my first year driving eight years ago.
Putting more freight on trains would little or nothing to relieve congestion, you see most freight picks up and delivers in congested cities and trucks would still be required to deliver to and from the customer/rail depot.

From the very short video, it looks like the driver of the Viper was trying to avoid a collision with an emergency vehicle parked on the racing surface. From the (again, very short) video it looks as if the emergency vehicle had parked on the track in order to warn drivers of a potential hazard.
