Not quite. The US forced them to say they wouldn't re-build their military, but there's really nothing to stop them from doing it. The only reason they don't have one now is because the idea of creating one is really unpopular among many of the citizens.

As someone who has seen this stealth in action, it's not whether or not you can see the plane, it's whether or not you can even identify that it IS a plane.

You know that the community and the game are two separate things, right? As a game, they're pretty much impossible to compare. I won't disagree that DotA has a better community, but with the mute feature, it's not like that matters anyways, haha.

I imagine that whoever was transporting them would handle a majority of the fine. If I mail something through the USPS, the truck crashes, and someone has to clean up my letters, I don't pay the fine.

1) Unless you're one of the top streamers on twitch, you don't make enough to live off of; it's just supplemental cash. Even the top ones only make a meager living at best; they just usually don't mind because you're getting paid to play video games.
