They do, but they can’t stop anywhere near as fast as you think most of the time. Fully locking up a semi is dangerous; it can cause the trailer swing out to the side if you’re not careful.
If he is guilty of a crime then let it be proven in a court of law. Let’s not start hopping on the vigilante bandwagon.

I once got in an accident driving my father-in-law’s F-150. I t-boned a Pontiac Sunfire (yeah, I was at fault. I admit I fucked up and I paid my dues for it. Nobody died though). The F-150 needed a new headlight, new grill, and touch up some of the paint. The Sunfire was totaled.
