Very true, I don’t qualify for medical assistance for my daughter as I earn about $850 too much a year. As such the medical costs cost me $1600 so I lose out overall. There’s no good way to do it other than cap the max payout.
You’re also assuming there’s reliable bus service. I have actually done this kind of thing, testing backup commutes, and trust me, bare minimum you want the bike as an option.
If, for example, a $1,000 e-bike came with a $1,000 tax credit, and you could use that e-bike to get to work reliably every day, it would be a great reason to spend money on a new bike.

I almost never approve of means testing any government program. What if I made 50 grand on my 2019 tax returns, but lost my job in March 2020? Do I not get any incentive? What if I don’t have a job, and therefore don’t live within 10 miles of where I don’t work? Do I not get any incentive?
