Prince of Persia: The Warrior Within did something very similar to this by having late-game enemies dodge or block almost all of the moves available to the player. The effect is more frustrating than anything else.

I usually tell people I've beaten Ultima IV even though I don't recall whether I ever actually beat that one. It is entirely possible that I did; I know I beat the first and third because I remember the boss fights, and certainly the ninth. And possibly the eighth. Who knows?
