Actually games do. A lot of DS games will let you piddle around the early area: Pokemon BW let you play without gaining xp or saving, Spirit Tracks let you play up till the train, GTA Chinatown threw you in a car and drove you off a bridge. I think Serious Sam even had a fun one with a giant monster trying to kill you.
