Mmmm, unless you know something from the inside I kinda don’t believe you. Magna has done from very small runs of cars to very large quantities for vendors. Magna/ Tesla are just about a perfect fit as far as I could tell. I think the issue is arrogance not availability. 

Tesla should have hired Magna years ago. Not a competitor, not technically an “automaker” but damn near all the European automakers (and some NA automakers) use them to build their cars and build their factories. You get the knowledge without the baggage. Model 3 may have actually hit it’s schedule had they done this.
