Ambient occlusion is not magic, and it is possible even on ps3/360/wiiu. Tessellation is a major component of any modern GPU and the PS4 and XBOne are certainly capable of it. Even the WiiU has a tessellation unit.
The 3DS has programmable vertex shaders, but fixed function pixel shaders. Having programmable pixel shaders is far more important than programmable vertex shaders, so the jump from Wii graphics to 3Ds graphics isn't nearly as large as you think it is.
