Your reasoning is wrong, drums are not better at stopping. Large trucks have drum brakes because there is no way to have air brakes directly actuate disc brakes. The only way is to have an air over hydraulic system. Drum brakes are acceptable when you are using a system that applies 100 psi of force to your braking
