Yeah, I’m pretty sure you’re correct. I was suggesting that the equilibrium equation they would be working with was the water gas shift. I’d say you’re correct that the photon is how they are shifting it.

The reaction is reversible so just treat the right side as your reactant side. The water gas shift just describes the equilibrium state of the reaction.
