Yes, secrecy. No one knew RDR2 is gonna happen. And even if we know the next Elder Scrolls game is gonna happen, it could be next year or in 2019. And studios want to reveal their games at a specific time (such as E3) for maximum impact and hype. A random tweet from a VO saying hes working on TES6 is not that.
Of course the VO of next Mass Effect protag can guess from the amount of text, variable personality and scifi sounding words theyre voicing a game like Mass Effect.
Seems reasonable. VO can easily help sell a game, be it by its quality or star power. You never know when some big youtuber who has a boner for Laura Bailey will plug some niche little game and make it more popular than it otherwise would be.

But im not. The programming is very simple, this is done in UE3. The programming itself is for a basic game like this can be done in a couple of days. The part that takes some time are assets but when it comes to the DLC, changing color of underwear really isnt that time consuming.
