Yes Baltimore is a very ghetto, crime ridden city about an hr drive from Washington DC. If you heard of HBOs acclaimed crime drama The Wire, that takes place entirely in Baltimore and doesn’t misrepresent the city at all. Once you see that, you’ll know the answer to your original question

Money can be made on both, while many OEM alloy wheels don’t look that great, they are still OEM and often overpriced if you want to replace a broken one thru a dealership. And non-enthusiasts who don’t get into the idea of aftermarket wheels, a discounted price (stolen) replacement OEM wheel is very attractive.
