I think it's because Forza 4 had more cars on-disc without being DLC and you earned rewards much faster as opposed to lots of grinding. It felt as if Forza 5 got cheap with the number of on-disc cars, rewards and payouts in an effort to make players pay more in microtransactions.

I originally saw it as sort of an "experiental" replacement for the XMB. From the reveal video, I was under the impression that you could access your photos, videos and system settings from your apartment, then go out to the PlayStation Store to download new games, etc.
