No way. You can win races with low top speed no problem, but being unable to recover from a shell hit quickly will kill your shot at gold every time.
In Mario Kart, acceleration is much more important than top speed.

Nothing about that article implies that the script is bad. As I said, it was exactly what it needed to be for the movie for which it was written.
