The runner on his way to first is governed by DIFFERENT rules (must run within the lane, etc) than a runner at third base, and a catcher fielding a batted

Rule 7.09 has nothing to do with this play as it refers to a runner going to first base interfering with the catcher, which is the opposite of what was called and exists to give catchers a fair chance at fielding a drag bunt. The rule that was enforced was 7.06
