Ok,.. first off, DriveClub has insane frame drops (I get it's on console though) & second, project cars has many way better rain patterns than what is shown in this video.

Phoenix Down ( フェニックスの尾 ) -Revives a single party member
Phoenix Pinion ( フェニックスの羽 ) -Grants Reraise to a party member

Use it quickly after one of your characters dies. (or the slot becomes joinable)

Those are "phoenix pinions" not "downs"
