I guess it sort of depends, there's a tedtalk somewhere that says that you don't really need 10000 hours to master something; it also depends on at what level do you classify someone as a master or if there's also a grandmaster level.

Yep this rules pretty much applies, you can't use a fix rule cause it all depends on weather, humidity and what you do.
