Feels like a bad idea, like what others said it will likely waste water or you will shortchange your brushing time to prevent the waste of water. Proper brushing takes 2 mins and based on the “halfway done” you are basically using 1 min of water to get yourself wet.

Not sure if it is right i usually rinse before brushing to just clear out your mouth. Unless you brush all along your tongue and inner cheeks I would still rinse before brushing.

Technically you should be able to feel with your tongue which i believe most people do it subsonciously.

I think I still prefer steaming them, keepst texture intact and won't badly overcook if you go over a little.
