He had pretty much already risen to power by the end of the Clone Wars, and Rogue One takes place right before A New Hope. If the Death Star is almost done (which appears to be the case,) he’s already as in charge of things as he’s ever going to be.

His appearance in Episode III and Rebels isn’t that different from how he looks in IV, so I don’t think this new guy is supposed to be a (very slightly) younger version of Cushing.
