Allow me to call BS on that. DC motors absolutely can regeneratively break so long as you can reverse the roles of the the armature and windings. DC electric forklifts have been using regenerative breaking for many decades.

Not necessarily true. We had other vehicles in the mortar platoon that ran like champs. You should know, because of experience, that these things are hit or miss. I've seen brand new HMMWV's show up and spend it's first two weeks of service in the bay.
